Theodore C. Fox
Theodore (Ted) C. Fox, III, Director of Public Works - Mr. Fox was appointed Director of Public Works in August, 1995. As the Mayor's representative to County Authorities, Boards, Commissions and Committees, his duties also include providing oversight to the AgriCenter Commission, Chickasaw Basin Authority (CBA), Shelby County Conservation Board, Shelby County 9-1-1 District Board and the Memphis and Shelby County Port Commission. In his capacity as Executive Director of the CBA, he has responsibility for providing coordination and oversight for flood control and water resource management projects impacting the tri-county areas of Fayette, Shelby, and Tipton Counties with a population totaling over one million.
As Director of Public Works his responsibilities also include oversight of Agricultural Extension Services, Department of Engineering, Department of Roads and Bridges and Fleet Services, Fire Department and Emergency Medical Services, Parks and Recreation, Shelby Farms, Soil Conservation Services, and Support Services Department.
Prior to joining Shelby County Government, Mr. Fox had served over twenty-five years in the U.S. Army Corps of Engineers retiring with the rank of Colonel. His last assignment was as the District Engineer for the U.S. Army Corps of Engineers, Memphis District where he had responsibility for disaster preparedness and charge of flood control, navigation and environmental protection on 355 miles of the Mississippi River and its tributaries, covering a 25,000 square mile area. Mr. Fox graduated from Western Kentucky University in 1977 with a Bachelor of Science degree in Environmental Engineering and from the University of Oklahoma in 1992 with a Masters degree in Public Administration. He is also a graduate of the U.S. Army Topographic Engineer School, the U.S. Army Command and General Staff College and the Army War College.
He is active in a number of civic and professional organizations including, the Mid-South Environmental Forum, the University of Memphis Research Foundation, the University of Memphis Advisory Council of the Herff College of Engineering, the University of Memphis Science Advisory Council to the Mississippi Embayment Regional Ground Water Study, the Memphis Regional Light Rail Steering Committee, the Regional Geographical Information System Governing Board, the Tennessee County Highway Officials Association, the Tennessee State Municipal Solid Waste Advisory Committee, past Chairman of the West Tennessee Seismic Safety Commission and Congresswoman Blackburn's National Security Advisory Board.

Dr. Steve Horton is currently a research scientist at the Center for Earthquake Research and Information at the University of Memphis. He is a seismologist with expertise in probabilistic seismic hazard analysis and seismotectonic characterization and evaluation. A special focus is quantifying earthquake hazard and understanding the occurrence of earthquakes particularly in the Central US. He participates in technical review of new site license applications for nuclear power plants for the Nuclear Regulatory Commission. Dr. Horton is active in a number of community outreach activities. He holds Earthquake Town Meetings in at risk communities in the central US. He is working to formalize plans with emergency management agencies in the Central US to open information clearinghouses following significant earthquakes.

Barry earned his Bachelor of Science Degree from Union University in Jackson, TN. He is a Registered Environmental Health Specialist and has over 27 years experience as a public health professional. Beginning in 1995, Barry's focus began to shift from groundwater protection to public health and medical emergency preparedness planning. In 1999, he was instrumental in developing the first Biological Response Plan for Shelby County, having worked closely with the Memphis Fire Department and the United States Public Health Service.
Barry serves on the Medical Reserve Corps Advisory Workgroup for the National Association of County and City Health Officials (NACCHO). He recently completed a term of four years on NACCHO's Bioterrorism and Emergency Preparedness Committee. He also served 5 years as the Technical Chair for the Terrorism and All Hazards Preparedness Section for the National Environmental Health Association.
Barry is a past Chairman of the Shelby Regional Hospital Disaster Planning Council and the West Tennessee Seismic Safety Commission. He is a past Vice-Chairman of the Memphis and Shelby County Local Emergency Planning Committee.
In 2002, the Tennessee Public Health Association recognized Barry as the "Public Health Worker of the Year" for his efforts in Bioterrorism planning.

Barry was involved in the creation of the Environmental Commission for the Town of Collierville where he served as its Chairman for 2 years. Dr. Stanley D. Weinrich recently retired as Director, Business Continuity Planning, for International Paper at its Global Headquarters in Memphis, TN. He has held increasingly responsible management positions in energy technology and policy development, science and technology strategy, quality management, manufacturing management, environment, health and safety programs and in supply chain systems analysis and management. Prior to joining International Paper in 1977, he worked for the Exxon Research and Engineering Company, the DuPont Company, and served as an Assistant Professor of Chemical Engineering at Worcester Polytechnic Institute. Stan holds MA and PhD degrees in Chemical Engineering from PrincetonUniversity, and an MBA from PaceUniversity. He received his BS in Chemical Engineering from The Cooper Union. He was elected to Tau Beta Pi, national engineering honor society, and to Sigma Xi, the national scientific research honor society.
Stan has served on the Board, and as Chairman of the OSHA VPP Association, an organization dedicated to industry-labor-government cooperative relations in improving workplace safety. He currently serves as an Adjunct Faculty member at Christian Brothers University in Engineering Management and as an instructor for the APICS organization in supply chain management. Senior Account Executive for Motorola. Kevin is a "nerd" (actually geek, but his daughter asked him not to use that word) who loves being in technical sales. He has been with Motorola for almost four years, and has loved every minute for it. He is from Memphis, Tn, having grown up in Orange Mound. He is a graduate of the University of Orange Mound (Melrose High) and then attended the United States Air Force Academy. After USAFA, Kevin attended LeMoyne-Owen College, majoring in Physics and Math. After college, he became an Air Traffic Controller for the Federal Aviation Administration, retiring in 1997. After the FAA, Kevin started his nerd period, working at multiple levels in computer technology, from helpdesk tech to Senior level management in IT, and everything in between. This experience is what led to a position with Motorola.
Kevin is happily married to Andrea, and they have three children: Adam, a true polyglot in the USMC, who recently returned from his second tour in Iraq; Kierstyn, (Daddy's Princess) who is the resident genius in the family; and Arielle (Daddy's Baby) who is turning out to be another genius in their home.
